looks like diatoms to me. it's normal in a new tank and should clear itself up in a couple weeks or so.

i'll second the cyano

best to siphon out what you can, when you can. it's one of the typical cycles newer tanks go through

good lighting, circulation, and nutrient removal are the key to eliminating it.

i'm assuming you meant d.i.(deionized) water, when you typed 'Dis'.

if the cyanobacteria gets out of hand, and spreads, it can 'smother' the sand bed, rock , etc.

here is an excellent article from craig bingman on cyano, from the reefs.org library:

hth :D

hi.
The brown/purple stuffs on top of the sand is cyanobacteria. There are many causes of cyano, and water can be one of them. However, before pointing to the distill water, may I ask you what do you add to the tank beside distill water? (e.g., fish food, phyto, chemical additives.. etc.) What is the bioload beside the corals? Do you test your nitr*?

Very often, a slight nitrate (very rare in distill water) can lead to massive cyano bloom.
