Just got a 25w party bulb (blue) and a socet adapter to plug into an extension cord to be bolted onto the canope for use as a night light...

What can I use to waterproof the connections that will resist the heat of the bulb... will silicone cut it, or melt and make things worse ?

How far is the light above the water? Most MH connections aren't the "waterproof" kind like PC's/VHO's. If you are running MH without a problem, I wouldn't worry about it too much unless you are planning on mounting it much closer to the waterline.

I don't know for sure since I have always used MH and bulbs where higer than 4", but IMHO, if you don't see see any salt creep/spray in that area, I wouldn't worry about it too much. GFCI's and grounding probes though are always a good thing though. :)

for the electrical connections, I recommend Liquid Electrical tape. For the fixture, I would spend a little more cash and get one that's rated for outdoor use.

You can get them both at HD.
