I'm having a terrible and bloody battle with cyanobacteria and dinoflagelettes (sp?) in my 75 fowlr right now. I just recently added a BIG diy venturi skimmer that putting out a cup or so of sludge every few days, but i still seem to be loosing the battle. The cyano has subsided a bit, but the dino is taking over EVERYTHING. I was just noticing that most of it is on the sand, (caribsea's golden shores aragonite) and have contemplated taking it out as it seems to be acting as a detritus trap. It's only a thin enough layer to cover the bottom, by the way. Does this sound viable? I know that I do need more circulation, so that will be happening in the next few weeks, but till then, will the sand removal make a difference?

Is your tank new? A certain amount of this stuff may be considered part of the "breaking in" period. But what I would do is lots and lots of flow, as you mentioned. I don't know what you have in the way of janitors, but lots of snails of as wide a variety as possible will help too. Conchs are excellent on the sand bed.
