I thought this was a great price, but I wanted to make sure that any 400w metal halide ballast would fire them. I also wanted to know if anyone has any exp with them

They'll fire on nearly all ballasts and will definitely fire up on standard M59 400W MH ballasts. People have reported, however, the bulb has a short life. It is also extremely blue and not what most would think of as 10,000K. Personally, I'd pay a little more for Ushios or AB 10KK bulbs.
