He could add a couple of show size naso's and maybe 1 or 2 spotted wobbegongs and still be ok in that tank

If I saw the guy I would poke him in the eyes really, really hard and smack him with a wet hand! Thats just wrong. I hope that was some sort of temporary display.

Look closely at all the fishes. They are all in perfect health and their fins are not damaged in anyway. It is a temporary holding thing or the owner just wanted to do a show off. Look at the blue hippo, if the tank was maintained like that the hippo would be covered head to toe with ick. It is just for show. The fishes are obviously very well cared for.
I do think it is wrong for putting all them fishes in a small tank like that even just for a temp display, but the owner is probably some really knowledgeable marine guy.

Just my 2 cents.

just IMO, but a respectible aquarist would never do that not even just to show off. it doesnt matter how long the fish were in that tank, it is still intolerable behavior.
seeing the fact that this guy did this month after month makes it seem less and less like a joke. How would you feel if you were an emperor angel with barely enough space to turn around?

lol i always get my dates wrong . i always thing may the same year comes after december. i always forget about the year change. at least we know he stocked his fish slowly.

Yes too many fish, I've seen LFS around us pack in their tanks in a similar manner... slightly bigger tanks, but lots of fish....
Or put them in very very small sectioned areas isolated...

Best store IMO is Greenwich Aquaria...
Worst store IMO is Beitals
