Canadian gallon is not the same as UK gallon. From my trusty HP48, it says 1_galC = 4.54609 liter, while 1_galUK = 4.546092 liter. So they are different.
Volume is one of the most difficult common unit to measure. Graduated, certified volumetric wares are expensive. hdtran touched the issue above, but I just want to add that temperature and to a lesser degree, pressure, has greater effect on the volume than anything else, such as dissolved gas or impurity. There are lots of intermolecular space between water molecules, although less so than solide ice.
