Hi...i suppose for overflow systems, the water drawn is from the surface of the tank. However, without a sump nor a overflow, where should the water be drawn from for hang-on type skimmers? Right now my pump for the hangon skimmer is drawing water from the bottom of the tank. Would placing the pump nearer to the surface of the water be a better choice - that is, there would be more efficient skimming, and thicker, dirtier skimmate? Thanks.

Yes.

Drawing water from near or at the top of the tank will reduce surface skum. Having it near the bottom, as long as you have good pod/worm populations, doesn't do it much good. However, look at the overall health of the tank as well. If everythings looking good, and has been for a lon period of time (several months or so), then I wouldn't mess with it.
