I want to build a surge device that lowers the water level in my 90 gal by about and 1" and then dumps it back in quickly. Will this device cause a problem for a skimmer such as a Remora HOT model? Is the changing level of the tank water going to be a problem with keeping a Remora adjusted or does it self adjust it's own internal water level?

It can work if it's only an inch or two change in water level, but you won't be able to use the hang-on preskimmer attachment. You may also hear louder then normal water cascading sounds when the water level is low. But the bottom line is it can work without impeding the performance of the skimmer since the water within the skimmer is regulated by a static outlet height.

... until the water level falls below the powerhead... ;)

Seriously, move surge device are pretty small (most people don't use anything bigger than 5 gal on a 120 gal tank), so the change in water level usually is not an big issue.
