I am a builder and i was wondering what would be a ballpark price for a fish only cylindrical acrylic marine aquarium of size 3m(dia)x3m(ht.) along with life support equipment,lighting and extensive artificial corals.

You can check Tenecor's website. I know they make 5ft diameter cylinders but ~10ft I'm not sure. The cost of the 5ft cylinders are very expensive ~10K I believe.
You could look at fiberglass 1/2 circle tank w/ viewing panel(10ft wide). Up to 15ft diameter around 2500gal for ~8K.
That would be 6600 gal, and my wild guess is $250K to setup, $4K per month on electricty and professional main. fee. Since the buyer probably have more resource, put a 100% markup on it, and give him/her a quote of half a million, but a fee of $6K, and the reply probably was something like "That's it?!"
