I have a dozen 40w 3500k pc bulbs. I don't think they will do any good in a reef, but what about fish only? Or would it be to yellow looking? I got the bulbs for nothing so no big deal if they don't work. I also have 5-2 bulb fixtures and was thinking about retro fitting them from German pin to square pin to be able to get decent bulbs. Could I use a 32w bulb on a ballest designed to run 40w bulbs?

Only if the ballast is multi-wattage, and 32W is one of the supported wattage. Otherwise, don't run them together.

3.5K is a bit yellow... it is not going to do harm to your fish, so it is fine to use. If you don't mind about the color, there is nothing wrong with using them if you have the right ballast laying around.

FO tanks would have no ill effects. you could even run them over a reef with an actinic supplement, but it would still look quite yellow.

DO NOT mix and match bulbs wattages and ballasts. With the addition of water(salt water in particular) it is a recipe for disaster.
