Having a fan push air "out" is unnecessary IMO. Easy way to see this: Take an enclosed canopy with one "in" fan and one "out" fan. Turn the "out" fan off. All the air still goes out that hole at the same rate--it has to go somewhere.
Also, having a fan push air out will not really help with cooling your bulbs because it's a negative pressure. Much more efffective to point the extra fan at your bulb, and cut an extra vent in your canopy. Just my 2 cents.
