Try searching google.com for images, I found a bunch. Looks like a C. argi with a yellow tail to me :D

Centropyge_flavicaudaGIL.jpg

wetwebmedia.com says it's one of the smallest dwarf angels..."a couple of inches".

As far as reef safeness, I have no clue. FWIW, I've never even seen one of these buggers up here in the USA.

I've never kept, but if I recollect they're pretty hardy little fishes. Try searching my siggie link on that species, see what the Bobster has to say.

I have a dwarf one called a Fireball, really pretty, here is what I found through a search
Pygmy Yellowtail Angel - Centropyge flavicauda
Also known as: Whitetail Pygmy Angelfish, Damsel, White-Tail Dwarf Angel
Reef Compatibility: Keep with caution in a reef aquarium; may eat/nip large-polyped stony corals, soft coral polyps & clam mantles.
Maximum Size: The Centropyge flavicauda grows up to 3 inches.
Sizes shipped: 1.5-2 Inches.
Minimum Tank Size: The Pygmy Cherub Angel prefers a tank of at least 20 gallons with plenty of places to hide & swim.
Diet: The Centropyge flavicauda is an omnivore and likes to feed on marine algae, mysid shrimp, Spirulina, and other fresh or frozen seafoods.
Level of care: The Pygmy Yellowtail Angel is a low/medium maintenance fish.
Compatibility Notes: Generally peaceful towards other tank mates, but may act aggressively towards other dwarf Angels.
Water Conditions: Keep water quality high (SG 1.020 - 1.025, pH 8.1 - 8.4, Temp. 72 - 78° F).
Range: The Pygmy Yellowtail Angel is commonly collected from the Fiji.
General Notes: The Pygmy Yellowtail Angel is a less attractive species than others of the Centropyge family, but still can make for an interesting addition to either a fish only tank or a reef type set up.
