the existence of a refugium has not ever been shown to be linked to the presence, or lack of, HLLE, nor can any real claim be made that they even have a link to each other
unless you market a mud based 'refugium filter' to suckers and your name is leng sy-who makes many outlandish claims about mud style refugiums, including that of their installation precluding the need for any type of mineral/trace element replacement/monitoring on a reef system

though the jury is still officially out-and not every case may actually have the same causes, improved diet and nutrition seems to help in many cases
any refugium will add to the biodiversity of a tank, if properly set-up,the result of which will be a more stable and resilient system, and by virtue of THAT, may help in enabling the fish in the system to have access to a more varied supplemental diet produced by the system itself
remember, HLLE is a visually observable symptom of some type of disease or disorder, it itself is not the disease or disorder
