Is this bubble algae?

I had a rock a long time ago with this red velvet looking stuff on it. Well, that rock is about covered with the red velvet stuff and now its growing these bubbles on stalks.

Does it look familiar to something? Or is this red velvet stuff actually an alien presense like the blob and its growing eyes???
