The yahoo ceph list is: http://groups.yahoo.com/group/ceph/ , but please don't post there about sources of live cephs, or post to the NRCC about sources of live cephs. The scientific community is generally not allowed to sell to the public. Most of the people on the ceph list are pretty hard core and most basic questions just don't get answered.
Your best bet for live cephs is www.octopets.com
Octopets has been breeding bimacs for sale for a couple of years now, and has been captive raising Sepia officinalis as well (thought it is recommended that you have at least 150 gallons per animal). I also sent octopets a ton of bandensis eggs for aquaculture, but haven't heard back from them in a while (the actually still owe me money!). I and someone else in the Bay area are captive breeding Sepia bandensis, and my article on keeping and breeding them can be found here: http://www.advancedaquarist.com/2005/9/aafeature
I actually have eggs right now, and it look like the parents are actually showing interest in the eggs.
