i think the main issue for this and other diy chillers is the transfer medium/heat exchanger. i did a diy chiller out of a peltier-powered thermos chest (Target $30) but i the only thing is had to use as a heat-exchange medium was an extra coil of plastic tubing. very poor heat exchange imo.
i've been running it since last year. took it offline for the winter and just fired it back online. even though the heat exchange is very low efficiency (imo) i think it's still comparable to a deskfan cooling a tank (which was what i was using for a week before i restarted the diy chiller).
both cooling methods pushed the tank temps down 4~6F but the diy chiller did it without evaporative cooling.
