I agree, I have a B.S. in aquatic biology and I can't see an effective way to earn a degree online. You really need hands on experience. Not to mention a lot of the topics can be very in depth and confusing, it is a lot easier to talk to a professor about it than trying to figure things out on your own. But it also depends, if you are not looking to get into marine bio as a career, but just want to learn more about the subject, then I am sure you could take a lot of informative classes online. If you are interested in a career, you will need to attend a good program and get your bachelors, and then more than likely get a master's. I talked to a guy from NOAA about potential jobs with just a bachelor's degree and they are very scarce. The only one I can remember he said was acting as an observer on commercial fishing boats. For any career in this field you really need a master's at least. HTH and good luck!
