Fulham Workhorse 7 ballast question

Can someone explain to me why fulham has 3 red's going to a 110w VHO bulb? The ballast itself is 220w, so I'm wondering why it doesn't just need two wires. I also recall them saying you could only hook up 3 55w PC bulbs to it (although I hooked 4 up without any problems).

If I recall it is because it can burn an assortment of bulb types and thus number. I got mine off e-bay a year or two ago and they gave me wiring diagrams for several differant configurations. I'll see if I can find it.
