Put an airstone in there and keep pumping in air. The Ph will raise.

What is your markeup water? Is it just tap water? Aeration may help, particularly if there is a lot of dissolved gas. But if it is RO or RO/DI, don't bother with the pH. If aeration does not bring the pH up on tap water, then you should check it with TDS meter to make sure there is no nasty thing in there.

By make up water do you mean "top off". If not and this is just your plain water before adding salt you should be fine. My normal water reads around 7 or so, but after adding salt and aeration for 24 hours or so it is a strong 8.2 - 8.3.

my water ph is below 7 too and i have no problems adding it to the tank. my tank ph is always over 8.
