No, you don't. You mean canister filter? If so, no. Get a skimmer.

i have a 40gal sump 140 lbs of liverock with a berlin skimmer but my lfs said i need a mechanical filter as well is he nuts?

No, he's just trying to make you waste your money. You might want to upgrade your skimmer but no filters are needed. Natural filtration through live rock is best.

There is some merit to a mechanical filter (to remove particulates, use as a carbon filter, or to "polish" the water occusionally), but, yes, as crissy says, it is usually not necessary unless there is some unusual circustance or requirement that led your LFS to give you their suggestion??.
