I’m going to move the tank soon.
During this event, I would like to add in more LR. Tonight my LR arriving, I will curing the rock before add in.
My plan is to do the moving after the LR has been curing and take out all LR from the tank, clean it before mixed with the new one in the tank.
1st question.
Do I need to curing the LR from my tank after I clean it before I add in to the tank with new LR.
2nd question.
Can my mandarin fish survive after all the rock been clean, most of the pods will be gone by then.
3rd question.
How long I have to wait before I can add in all the coral in the tank after the LR been arrange.

The old rock won't have to be cured again. Just make sure it is not out of the water for too long, and be gentle with the cleaning (done with saltwater, of course).

The mandarin will probably not have enough food as it takes pods several months to reestablish population. You might want to move it to a LFS or a friend with an established reef.

I would wait at least a month before adding new livestock. Test and make sure nitrite and nitrate are acceptable. The longer you wait, the safer you will be.

The LR will not be too long out from the water, I will make sure everything ready before I do the changes.

The mandarin will be transfer to 50g tank, this tank about 1 year old.

To wait a month before adding livestock, that will be to long, because all coral have to sitting in the plastic container for that long. My plan to re-position the tank and add more LR in the tank. The new rock is in curing process, will wait until ready to add in.
