Alright. What about these.

Things I'm thinking of adding. HOB Refugium down in the sump with a 13" 24 Watt Acitinic Light. I figure I can add the refugium and it will have the benefits of getting rid of junk in the water before it returns to the tank. I plan to fill it with 1inch of sand and some Culpera. It also has a built in skimmer that I think would be cool to have in order to remove any waste matter that might come off the live rock or to remove particulate matter in the return water.

I wouldn't see anything wrong with that, just be careful with caulerpa since it can go sexual, but many have found it wont if you keep the lights on 24/7. Its also a good idea to put some live rock rubble in there.

you are not going to be happy with that skimmer. i like the benefits of a refugium, and i recommend them, but you don't need one.
i would spend extra money and get a good quality skimmer and skip the HOB fuge. perhaps implement a sump later down the line for that purpose.
