Here's a hypothetical dilemma.
Say Obama wins the election. Around Thanksgiving, Bush orders the military attack bubble algae without Congressional approval. (Remember, even if one considers the War Powers Act constitutional - and I do - Bush still has 30 days after the outbreak of hostilities before having to seek Congressional approval.) Obama is clearly against the attack. What does the military do?
