Thanks JP, that sounds like it would be worth looking into. I'm a bit unsure that Japan will be quite as forward thinking on credit/debit cards (the use of the former has only just become widespread in the last couple of years) and I know, for example, that prepaid cell phones never took off here because of worries about crime. But I'll do some digging.
found this article:
Columbus-based payment services company TSYS will begin processing prepaid Visa cards for the Japanese market by July.
TSYS will provide the cards to Travel Bank Inc., the financial services arm of Japan’s largest travel agency group, the JTB Group, according to a TSYS press release.
Travelers are starting to use prepaid credit cards more frequently, said TSYS International President Gaylon Jowers Jr.
“Prepaid cards are a trusted alternative to travelers’ checks in many countries, and the number of issuers that are interested in prepaid cards is increasing worldwide,” Mr. Jowers said.
TSYS’s Japan subsidiary offers payment services for debit, credit, retail gift, loyalty and prepaid card products to a variety of industries.

Visit www.tsys.com for more information.
this article was dated 2009, so it seems at least one company is trying to bring Pre-paid Credit cards to the Japanese market...

Hey thanks, that's encouraging. I'll have to get my wife to look into it though. Finding coral vendors online in Japanese is fine, but trawling through bank and credit card sites in Japanese might be beyond me...
