When you take out a 5" sand bed you stir up so much phosphates...Phosphate soup is what your dealing with right now...Get some coralife phosphate remover quick...If your tank is bigger than 90 use 2 half gallon size containers..This will help a lot....

When removing the sand bed you are also removing part of the bio-filter in the tank so you kinda threw the tank off alot by doing that. I would try to do a big water change to get rid of any high nutrients and make sure you have a good skimmer to take care of exporting the excess nutrient buildup that the bare bottom will cause. Also make sure you have good flow on the base of the tank as well. That is important to make sure no detrius settles on the bottom of the tank and it can be trapped by your sump/filter sock and removed manually.

how old was the sand bed, and how was it removed? was it taken out all at once? Did the sand smell like rotten eggs when you took it out?

have you tested the water since removing the sandbed? Like chief said the tank may be going through a cycle. check for ammonia, nitrite, and nitrates.

Whats a bear doing in your tank. Most people have a bare bottom!

If you have plenty of live rock in your tank, chances are you bio filter is still ok. Hippo tangs are finicky creatures, they do not like their environment changed. When your tank changes in a big way, the hippo gets stressed out and breaks out in ick. Assuming your water quality is still ok, the best thing to do is to leave your tank alone, if you try to catch a hippo in a tank full of rock, by the time you get it out, it will be close to death and you will most likely lose it.

The best course of action was to suck out your sand bed out a little at a time with as little junk stirred up as possible, but since it is already out, just leave the tank the way it is. Feed good food, such as frozen mysis. I found that feeding garlic soaked food really help my hippo to get rid of the ick. If you keep your tank water ok and disturbe the tank as little as possible, your fishes will pull through this with garlic feeding.

This is the method that have worked very well for me, I hope it works for you as well.

Good luck.
