broken skimmer?

When I plug in the skimmer, it makes a buzzing noise but no bubbles.

I soaked it overnight in vinegar to clean it, but still no bubbles. It is a Deltec MCE600 HOB. I have no idea how to get the pump out to clean it separately. It is 2nd hand so I cannot send it back to Deltec.

Any advice?

Doug at Deltec will help you out regardless of weather or not you purchased it from him. The manuals are also available online if that helps. The Deltec forum on RC is a good place to check as well.

As a matter of fact I had a skimmer that I bought 4th hand and Doug helped me with it at 7pm on a Sunday.
