Need help on a Aqua C EV-180 skimmer

Hello,
I need some help on this EV-180 skimmer(2002 model). I am using a Mag. 7 pump. I can't get the water level to the desire level. As soon a I close the value and increase the water level, then the buble stops. any input will be helpful.

i open the air valve all the way, and try to close the gate valve of increase the water level in the clear chamber. But as soon as the water level reach the bottom of the collection cup. the bubble stop

what you mean exactly when you say the bubbles stop? as in its not producing bubbles any more?

yes. it is not making bubbles anymore. When should the water line should be?
