What is the biggest pipe size that a PVC cutter will cut?

Is 4" foam core PVC the same as plain old PVC pipe?

I believe 1.5" is the most a standard PVC cutter will cut - if you go 2" you'll have to cut and spin the cutters to make a final cut on the 2" pipe.

Foam core PVC? Have to google that

Are you referring to ABS foam core pipe, comes usually in black? (It's a little cheaper than regular white PVC)
I don't recommend using that stuff for marine use, only because it is made out of ABS plastic and it could get really brittle with age.

Unless you're not using it for a return purpose.
Also I use a miter saw to cut pvc.

My PVC cutters say 1 5/8" max..and those are the deluxe ones available locally.
If it's for the PVC you had at the swap..you'll need a hacksaw.

The hand held cutters we have here do up to 2" but anything bigger I would use a PVC chop saw.

I use the same tool as Ink, make my mark and eyeball it for square.

I use a dremel w/ the circular saw attachment. Works great!
