Can a WH5 run a 110W VHO?

I have a spare WH5 ballast that used to power my PC 96W actinics.
I heard T5 or VHO actinics are much better supplement.

Can WH5 power a 110W VHO?
I found a link here and it says that max power is 128W.
Any advice will be great and if anybody have done tried this too.
