I think I am over feeding but I can't figure it out.
I have the following fish
naso tang 3 inches
hippo tang 4 inches
blue face
tomota clown small
pink anthais 4 inches
henicous small
sailfin small
hawk fish small
hog fish 3 inches

I feed a cube of brine shrimp and some pellets in the morning and 1 cube of formula 1 and 1 cube of formula 2 at night. Some nights I add a couple of larger shrimp. I was cleaning the tank today and I found about 9 shrimp floating around. I also put a meduim size piece of seaweed on a clip.
My levels are fine but I just seems like there is to much left over but it also seems for so many fish I need to give them a lot of food.

Cut out feeding the brine shrimp and feed formula I or II instead or get a flake food and add some of that. If your going to feed the larger shrimp I would break them into smaller pieces and only feed what you see the fish eat. So if they once eat 2 pieces then don't feed anymore. It's better to have the fish hungry then to over feed.

Since you have a bunch of tangs and a angel you may need to put in an additional piece of Nori as they're big algae eater.

If you see 9 uneaten shrimp floating around it's a good chance you're overfeeding ;) I agree with marrone on the formula flake and pellet food.
