cleaner shrimp help..............

Hey i just bought a cleaner shrimp and noticed two of my smaller fishes missing,last night i noticed him chowing down another one can anyone tell me if this is normal and what to do with him, the tank has been running about three months now

the cleaner shrimp wont eat the fish unless it is dead, they will grab ahold of the fish to clean it though
