From my experience, a healthy fish unless it swims really slow and the current pushed it into the anemone (seahorse, etc), will be able to escape a RBTA. That wrasse should definitely be able to swim away from it at lightning speed if it was healthy. My guess is something else injured or caused its death and the anemone managed to get it.

I initially thought it was a hair on it as well, so I was thinking it jumped out of the tank, dried and died, and someone picked it off the floor and fed it to the anemone.

I can see it in the first picture. Its below and to the left of the fish. You can see the strand going across the anemone's tenticles. I assume you can't see it in the second picture due to the different angle. Does anyone have long black hair in your house?

let's play sherlock holmes

There are too many scenarios that this could have happened and hair could have gotten in the tank. The two evidences could gotten into the tank in different time, or they could gotton together not necessarily on the floor. the "hair like thing(exhibit 1)" could have been trapped in the tank earlier and then the fish(victim) jumped-hitting something and faiinted while tagging along with exhibit 1. Suspect seized the chance to over power the victim

i also agree that RBTA's are not very sticky and don't pack a powerful enough sting to catch a healthy wrasse. The wrasse was either dead or almost dead when he was caught.
