What would make it illegal?

Any number of things related to either bans on collection in the country of origin, to improper/ no paperwork from the exporter (CITES) to bans on importation of a particular species or country of origin (think Cuba). In the case of the Clarion Angel you posted--there was ban on its collection by the Mexican Gov't. for over a decade for what ever reason, and this sought after fish was virtually unavailable to the trade. This year, the 1st legal permits were issued resulting in a limited number of legal imports. In this case, the price is what the market will bear, and rare fish collectors in Europe, The US and particularly Asia will pay the prices you see without hesitation.

Other fish you will see with very high price tags such as deep water Anthias and Wrasse cost what they do partly because of the very limited number of individuals collected AND the extreme difficulty and danger of collection at great depths.

Are they worth it? That is a very personal choice.
