I am with Jim though, even dropping the water volume just inches below were the intended hole will be drilled is still too much water pressure. When the center brace broke on my 72 AGA bow the glass bowed out about 1.5 inches. I had to drain the entire tank to get the glass to flex back into a comfortable position and place the new center brace/trim.

I've drilled a few tanks, but never filled. I find drilling with the drill bit vertical makes it MUCH easier. You can let the weight of the drill do the work.

If you're going to drill the it while filled with water, be prepared in case the tank pops.
