local sand and wet dry filter

hi, I have two questions:
1: aquarium sand is very expensive. Why is it not reccomended to take sand from local beaches?

2:I am looking to set up a 110 gallon salt water tank, and I am not familiar with sumps/ wet dry filters. Could anyone please give me advice on searching for the right one?

Local sand might contain some really nasty stuff, remember all those sewage spills from previous years. Lots of glass, chemicals, wastes, etc.
