maxijet mod help

I got a mod from the swap , and it does not work like is supposed to .When it turns on is a horrible sound when is runnig like is not balance and not enought flow ,but when i cover some of the cuts it works great and good flow ,is there something else that you can do to stop this and have it work the way it supposed to be ,and i try 2 maxijet 1200 and is the same to both of them any output would be appreciated thanks .

its too close to the top. n its not meant to b turn on and off all the time.
post a pic of how u put it together. it might not b right.

I had this happen to one after running for a year the cause was the powerhead was getting too weak cause when I used the same kit on another powerhead it worked fine .When I installed the original impeller on the problematic powerhead it seemed fine just wouldnt work with the mod witch needs more torque to spin the bigger impeller
