The purpose of a QT tank is to observe it for a period of time to make sure it is healthy before adding it to your tank. You are not supposed to medicate any fish unless you actually see that it is sick/injured. All tangs are ich magnets and can develop it at the drop of a hat, be careful. A cheap QT setup can be had for 30 bux at petlant etc, all you need is a tank, heater, something to circulate the water, and some pieces of PVS or fake rock for them to hide in

No, putting copper into the acclimation bucket will add stress for the fish, as will any sort of dip.
If you aren't going to QT, just acclimate to temp & salinity and put him in your tank. You already know it's a not so good idea.

Just so you know that if you copper that tank you will kill most of your cleanup crew.

QT the fish for a couple of weeks to make sure the fish is healthy. Once you are sure of that you can add the fish to your display tank. If the fish develops something of an illness then and only then should you medicate with the proper medication and usually that will require an extended period of time to help the fish heal.

Short term medications aren't usually effective at all and sometimes can do more damage than good.
