I'm not 100% on the tank raised ones but last I checked the wild ones were controlled. You need to be a public aquarium/research facility to even get them. They have been bred successfully more and more, so I have no idea about the legality of the offspring. Charles Delbeek spoke at MACNA 3 yrs ago in Houston about how they had bred them a few times at the Waikiki aquarium and I'm pretty sure they had given some of the offspring to other facilities. I don't know that I would just go off and report them without verifying the laws surrounding them to be sure.
