Hello everyone let me address my situation and see if anyone can please help i have a 210 gallon reef and lately i have been getting shocked and noticed some HLLE on 2 of my tangs ,(ive been on top of soaking everything with selcon and keeping them nice and fat) the prolom is i have so many pumps and lights and cant figure out were the stray voltage is coming from ? .I keep turning things off and on but to no avail , I bought a ground probe yesterday but cant get the screw out of the outlet (bec its been painted over twice already and the screw is already warped and wont come out ) to attach the ground probe to it .
any suggestions , thanks

take a small screwdriver and place it over the screw in an angle hit it lightly with a hammer and the paint should come off
when the ground probe is in the tank your gfi should trip do you have a gfi?
Now unplug everything after gfi trips and start plugging things in till something trips the gfi

Check to make sure you do not have a small cut or scrape where you feel the current. ASW can sting a little and feel a bit like low voltage.
I know I am Going to get alot of grief saying this, but if the voltage does not shock you so badly that you feel you are in danger. Unplug something, feel for current, if you still feel it unplug things until you dont feel it anymore.

The ground lead has to be connected. Do you have 2 prong or 3 prong outlets? Are the outlets you are using GFCI protected? You said you turned off the light but did you unplug it? Are you using any 3 prong devices (pumps, lighting etc) that don't have the 3rd prong plugged into anything? The pumps you are using, did you unplug them and remove them from the water (Most pumps have capacitors built into them to help with the startup current and will remain charged even though you unplugged them and still discharge a voltage through the water if it's wet). It's also possible your outlet went bad and no longer have a return (the neutral wire) which is a way bad problem. What you can do is get an extension cord and plug your equipment into another outlet on a different circuit and see if you still have the problem. Otherwise leave everything unplugged (with any pumps removed from the water) and plug everything in 1 at a time and see if and when the voltage comes back.
