Lesser flow rate than required on a chiller...?

I'm just curious what would be the down sides and the up sides (if any) of having a lesser than required water flow rate going through a chiller? Any input would be helpful..

Example: The chiller requires a 400-900 gph flow rate and the actual flow rate of the pump would be around 200-250gph.

Lesser flow would make the chiller work harder so follow the recommended flow rate.

im sure the downside would be it would not cool as well.....ive herd that they might freeze up. But ive been running my jbj 1/10 on a maxijet and it works fine.

the downside is that the chiller would be less effiecient and thus work harder to cool your water
