I think we are jumbling up a few issues here. If the rock is totally dead then there is nothing on it that will die and decay and cause a cycle to start. Shedding bound PO4 etc. is a different story. If the amount of dead rock is small compared to the total volume of the system there is really nothing to worry about IMO and I have done this many times.
the rock has been dry for a year. it is clear of everything nothing dead on it and totally dry. it is about 10 or 15 lbs i used the rest on a new tank i started

live rock is very porous. even if you dry and scrub the outside inside the rock will be dried dead matter that will decay and rot when added to water. remember you still have to build up bacteria in the rock to make it live as well as add trigger pods etc. butting it in a tub with live rock, heater, power head and small skimmer will cure your rock faster. just test the water in the tub. when amonia and nitrites are gone your rock is almost there. just wait till the nitrate levels are down.

ime, if you cure the rock in the display under lights then it is much more likely to have algea problems. once the rock becomes alive with algea it is verry hard for bacteria to take over, algea grows faster stronger underlights.
if you cure the rock in the dark and the algea cannot grow, the rock will become alive with bacteria, wich is what we want. then when the rock is put under lights it is verry hard for algea to take over. The dominant life will consume more or the nutrientsand stay dominant. its verry difficult to change that once its under lights, in the reef. actually in any light at all. imo total darkness while curing

i think ;)
