Megaflow overflows??

I have a 72 bow rr and the megaflow kit --- I have a mag9 return ... My question is how low does the drain have to be below the overflow?? As much as I turn down the output I still get gurgling ... Also I can feel the air sputter out if the drain vent - do you think I should drill it bigger to let out more air??? Thanks guys
