Can I recycle live rock if the bacteria dies on it?

Absolutely, just cycle it again in some salt water. You can seed it with some new live rock. You can also throw something organic like a piece of shrimp that will decompose in the water. To kick start the bacteria colony, put some bacteria product into the water like dr tims reef bacteria.
