I am planning to use a eheim 1260 as my return pump on my 37g oceanic cube. From the pump, I plan to split the piping to 2, one going back to tank, the other to the chiller and back to sump. My question is since the pump is rated at ~600gph, after I split the pipe, will I get enough flow for my pacific coast 280 chiller because the spec says it requires 500-800 gph.

Nope.

When you tee off the Eheim, you will not get enough flow through the chiller to be effective.
Even if you ran your Eheim straight through the CL-280, your eventual output back into the tank would probably drop down to 400 gph or less. Chillers are extremely restrictive especially with non-pressure rated pumps. I would rate the Eheim as a low pressure type pump.
