Crusty Sand

Hi all, there a few areas on my sand bed that have a hard top layer. Is this normal? If not what am I doing wrong and how do I remedy this?

just stir it up some

Will stirring the sand have any negative effects on the tank?

do it when ya go to do a water change and put syphon just above the area as u stir it to help suck the debris stirred up
