Since taking the bio balls out of my wet/dry the tank is loud as hell. Before my wife does anything drastic I would like to put the bio balls back in . Can I just re add them, or is there going to be a problem.

They have been out of the tank for around 3 weeks. So putting these back is not a good idea?

I will replace them with LR. But won't the LR eventually die off without light and not beeing submerged?

If the LR is not submerged then it acts in exactly the same way as the bio balls - producing Nitrate.
The only reason LR doesnt produce nitrate is if there are anerobic zones within the rock (zones with little or no oxygen)
these areas habour bacteria that converts nitrates. but if they are above water then the oxygen in the air greatly limits the creation of any anerobic areas.
Just my 2 cents.
