Dump that water and start over....

LOL this. Water looks like my toilet after I do my thing.

I woudln't put anything living in that. Just take your time, and let it do it's thing. It's possible to skip a cycle, but why put your investment at risk? I'd lose the bioballs as well, but that's my .02 cents.

The light is causing the algae bloom with all the nutrient in the water. Dump the bio balls and the water and start over will be the quickest way.

Get some bacteria from an established tank and let it cycle without light.

I think by the time a decision has been made concerning this you could have cycled your tank.
I don't think it takes that long to cycle a 12 gallon nano.
But you will need to continue to do 2 gallon partial water changes twice a month minimum.
