what can be used on a qurantine tank? a skimmer or a regular hob filter. which is better?

not a skimmer!

A skimmer would skim some of the medications, or treatments that you may need to add to a quarantine system.

Since your not treating a fish in a qurantine tank but just using it to observe your new fish any filter that will give you water movement will be fine. So you could use an air pump, power head, hob filter of even a skimmer.

Only add medicine if you so a problem with the fish then the tank will turn into a hospital tank.

I am running 20G quanrantine tank with undergravel filter and 10% water change every week. So far, it is working better than my main tank.

I have a 10gal tank, with some piece of rock in it, and when I do my weekly water changes I use that water in the 10gal tank. I run a mini-jet for water movement.

I agree. Any type of circulation is all you really need. If you don't use a skimmer or filter, just be on top of your water changes. Also, no need for any decorations, but a place for your fish to hide is a very good idea. Gives them a sense of protection. Even a couple of pieces of cut up pvc is doable.
