If its hard coral, can i take it out and silicone it let it dry for 15 min and put it in?

No the cure time on silicone is 24 hrs if not more. It will leach into your tank. And you don't want to stress your coral by having it out of water that long. Why not make a run to your local supermarket or hardware store and buy Crazy glue Gel? Pure Cyanoacrylate gel is what your looking for.
