Need help with skimmer

just picked up a used skimmer off mr. it's an ASM G3 with a sedra 5000. i was testing it in the bathtub. everything seems to be functioning but the bubbles dont seem to be that fine and it doesn't reach the top. it's in about 8 inches of water. turns on and spins but only gets to about 16-18 inches inside the chamber. the top is around 24 inches. is the pump bad? does it need to sit in more water? when i block the air intake hose it seems to get very strong but no bubbles, seems a little weak when sucking in air. and the sponge on the side isnt controlling the water level as it should

Are you testing with salt water.
Fresh water doesnt bubble , the bubbles are bigger.
